My mother's not M-R and she yelled at us all the time. Hideous upbringing, but not illegal unfortunately.

You need to take this to your superiors, and get some help with her parenting skills. Being high functioning, she would be able to benefit from some classes aimed at her learning style. Being developmentally disabled, does not make a person incapable of learning the right way to treat her children. Good Luck!

First get her on birth control and then second YOU must explain to her that her children need to have a quiet and stable home in which to grow up ----and just be whispering as you talk to her so she can understand what yelling is all about ..... she yells at the children because they see her m.r. problem and ignore her ----she has to win them back and it must be with a cool head and understanding......

Get her some parenting classes.
