okay , so i need to create a bill for my goverment class, and it has to be federal(national) not state. I need to explain the why's, what's , who's, and how's? so if any has an idea with a detailed explination please help, also make the bill realistic!

OK, why not create a law to create a national drivers license. We need the law because a standard drivers license will make the country more secure against terrorists. Many of the 9-11 terrorists had drivers licenses they would not have been able to obtain under the stringent requirements you're putting in your bill. The bill requires proof of citizenship, at least a minimal skill with the English language, and proof of address. The licenses will be granted and regulated by the Department of Homeland Security. The program will be funded by the fees paid by the drivers, so it will not need tax revenues. It will actually remove a burden from the states.

a bill that would require auto makers to develop more fuel efficent vehicles. why ? for fuel conservation and run with it
I would write a bill that would keep the class interested.
or another would be job outsourcing from u.s
maybe export /import bill
