2 Steps for Super Soft Lips:
1. Apply a thick coat of vaseline and take a MECHANICAL new toothbrush and "exfoliate" your lips with it for 1 minute or 2
2. Then, apply a thick layer of vaseline and do not remove until 30 minutes before your date.

What I do is use an old toothbrush and vaseline to exfoliate my lips. It helps, but make sure you apply lip balm right after, because the effects do not last a long time.

Don't use a toothbrush.
Drug stores carry very cheap lip refiners. Try that. A tube will last a year. Also dont lick your lips that dries them out.

Apply lip balm on your lips every night before you sleep and moisturise your lips with water when you are in air conditioned room.

Lip gloss or lipstick anything to keep them moist. When you have chapped lips it means your body is dehydrated- drink alot of fluids & keep your lips moist. Licking your lips will not help - your saliva will just dry out your lips, good luck.

plain old vaseline or lip balm ( and do not lick your lips which only causes them to dry out)

I've heard that after your shower you can lightly 'scrub' them with a wet washcloth to help soften them. Always mousturize afterwards.
