How to create a website?

I need to create a website without actually posting it. I need to create a webpage that can't really be accessed because this is only for a presentation.

I mean it can't be accessed through a the internet. only I can access it.

You can write html in notepad and then save the file as an html file. Then, when you double-click on the file it will open in your web-browser where you can view your handiwork.
