Got to the connection tab in your Internet Explorer properties. Use the connection wizard in there to set up for a connection that is always on...best to use the manual set up in the wizard.
Be sure you have your ethernet cards drivers installed and the device manager shows the NIC card in the hardware profile before you run the wizard.

They should have given you a set-up CD with the modem. XP does not need it, but with 98 the CD makes it pretty easy. They should also have given you a new log-in. Instead of "jo@online.com" for instance, it might look like "jo@res.online.com" All of the exact details should be available from the tech support of your internet supplier, and should have been on a personalized sheet with your modem. When I had 98, it took me about 20 minutes to make the switch from dial-up to DSL. When I bought an XP computer, it took about 5 minutes to set it up. And DSL will work fine with Windows 98 by the way.

After you connect everything, and physcially set up the new modem,
restart your computer so that it can "SEE" the new hardware connection.
Go to Control Panel> Internet Options >
tab CONNECTIONS > click Set Up button > go through the wizard.
Note:
If you have questions about the wizard:
Your ISP DSL provider technician can see your connection, and help you set up through their service.
Give them a phone call, and ask for the technician, and he will glady walk you through the set up proceedure for your modem, and settings. That's his job, and he expects to help you.

Im not 100 percent sure - maybe others can confirm my answer.
Im pretty sure that u need a newer version of windows to operate a DSL service.
You may need to upgrade to microsoft windows XP home.
This could be costly as you may need to upgrade computer system
.
