I need the purpose and then I need to figure out literary devices to support the purpose. I can do that on my own, but I just cannot figure out the purpose.

The Birthday Party shows unreliable narrator, you have to analyze the story.
It makes it sound like the man is hostile and rude but if you really go through it, it shows that it kind of plays two sides of the fence with an unreliable narrator.
The women walks in with a huge hat [looking for attention] and grabs a seat. The man is an ordinary man, meh. The waiters come out with a huge PINK cake. It sounds like the women is doing much for her husband, and is excited. He says something short yet hurtful and she bursts out in tears. Attention whore once again. It was a pink cake and the man wasn't looking for to much attention, and she seems to direct the attention to them.
Therefore when reading it, you may think at first, how rude of the man, what a dick. But analysis shows that hey, it wasn't really all his fault, the women was trying to make a scene. But we can't see this because unreliable narrator, the narrator is watching from afar and doesn't show the thoughts and emotions.

Good point. All Bibles are man-made — Thomas Edison, (1847-1931) "... the Bible was a collection of books written at different times by different men -- a strange mixture of diverse human documents -- and a tissue of irreconcilable notions. Inspired? The Bible is not even intelligent. It is not even good craftsmanship, but is full of absurdities and contradictions." — E. Haldeman-Julius "The Bible tells us to be like God, and then on page after page it describes God as a mass murderer. This may be the single most important key to the political behavior of Western Civilization." — Robert Anton Wilson "The Bible is a wonderful source of inspiration for those who don't understand it." — George Santayana (1863-1952) If he [god] is wise, why did he not compose a coherent account of what he wanted mankind to do? No, the Bible is not such an account; nobody can agree in what it says. The very god who, according to those who believe in him, made every last electron spin in its orbit everywhere throughout the universe, still cannot write a clear, unmistakable volume of instructions to human beings who are supposed to follow his wishes, Instead, he allegedly gives us the Bible or Koran, or some other jumble of ridiculous and ancient superstitions... — Fred Woodworth I'm an atheist, and that's it. I believe there's nothing we can know except that we should be kind to each other and do what we can for other people. — Katharine Hepburn

"A Birthday Party" is about the perjury of a third person's judgment about a birthday party thrown by a wife for her husband. He/she fails to realize the single candle and small cake is not for the actual birthday of the wife's husband. Instead it is the one clean and sober celebration the wife is celebrating in respect for what the husband has accomplished. The husband believes this accomplishment is personal and becomes a little upset and feels the wife has disrespect him. The third party should keep their nose out of things not pertaining to him/her. If he/she can't at least keep his/her judgment contained.
