Sweet peas are a beginner's flower, and two sprays of them can perfume the whole room. Get the short varieties like Snoopea, Explorer (my favorite short variety) or Knee Hi. These will give you small sprays for a small (4 in tall max) vase. If you are willing to go get a tall pyramid trellis and plant your seed in a large (18" diameter and at least that deep) pot, and keep the flowers constantly cut (because stopping cutting them stops the show!) you can get enough of a stem to do a 12 inch vase and perfume your whole apartment. This is still easy, but requires a bit of work and fertilizer, though.
Don't use dirt, but use potting soil you have purchased. For the large pot, you will need most of a 2 cubic foot bag. If you live somewhere warm, like most of California and large swathes of the Southern US, plant them now. If you live elsewhere, plant them earliest spring, at the depth of your pinkyfingernail.
Remember to keep the blooms constantly cut! Give them away if you have to, use them to make new friends.
Sweet peas are annuals, that is to say, they grow, bloom and die within a year. So don't feel bad when summer comes along and they start to senesce, you did good.
Most roses that will live in a pot on a balcony tend to be sports of miniature roses, almost all of which don't have any fragrance. Roses also tend to be fussy in pots, so I wouldn't claim they'd be easy.

You could put a rose bush in a large pot on ur balcony.
Not too many flowers have a fragrant scent too them so its a little iffy. U could get some hyacynth bulbs now put them in a pot on the balcony and in the spring u would have very fragrant flowers to enjoy indoors.
Zinnia's are easy to grow flowers that bloom all summer and last a while in a vase that come in a few different colors. No smell but they keep blooming all summer and they are cheap being they are best started from seeds.

It really depends on how big your balcony is and where you live, if you want something to smell pretty I wold suggest a gardinia bush, it can be potted as long as you keep it cut back. Or another idea is to get a jasmine plant and inside of the pot you are getting for it find a small trellas for it to grow up and over. They both smell lovely and are quite easily taken care of.

Flowers suitable for cutting are hard to grow in pots, and take a lot of fussing. Why don't you pick up a cut bunch at the grocery and grow something like herbs on your patio. I love the look and smell of lavender, rosemary, thyme and some basils. Dill is a lovely fern-y plant. Most herbs are easy to grow from seed or can be picked up in little pots and transplanted. They are hardy, don't require a lot of care and feeding and are cheap. Lavender flowers are nice to dry and make a sachet for your bath. A square of tuile net like they use for wedding favors will hold a couple of spoons full. Tie the bundle with a piece of thread and drop it in the warm bath water. Enjoy.

Don't know where you are located. Roses are great in containers. Cosmos and marigold and petunias are very easy, not especially nice smelling. Gardenias are now coming in hardy varieties. They smell delicious. Check your local library and get a few books on flowers and container gardening. The possibilities are endless.

Zinnias are supposed to be easy flowers to grow. So are Marigolds. They both come in tons of colors too! You may also want to check into Petunias and Geraniums.
