Not sure, but WHO recommends 1.5ppm as the permissible upper limit, however this guideline is not followed in all countries. India, for example, has a problem with fluorosis and has set its max level at 1.0ppm. A diet poor in calcium increases the body's retention of luoride.
It's probably somewhere between 1.2 and 1.5ppm
