Sponge filters are generally air powered though some are attached to powerheads and mechanically driven. The principle behind them is to submerge a sponge below the water, and using a tube and airstone, drive upward movement of water, thus pulling debris through the sponge.

I cannot stress enough the magnificence of this technology that is ever so often overlooked for its primitive nature. I have 4 tanks on the go at home, with 2 of them operating with sponge filters. They have their filter media changed half as regularly and allow fry to survive more than usual, since the debris in/on the sponge provides delicious and nutritious meal for them. In another tank a powerhead fitted to a spongefilter is in use.

They're cheap, I picked my small one up for 15 dollars, my powerhead for 25. They're not the prettiest things to have in your tank, but are easily hidden with ornaments or plants.

Buy them from any aquarium store, you may need to find the speciality ones. Install them by dropping them into water with the airstone attached as per the instructions. (small airstone, .99 cent type)

A sponge filter is just a filter that runs water through a sponge to catch large debris. The sponge is also a great growing ground for beneficial bacteria. You can buy the filter and replacement sponges at most any chain petstore or fish shop. Look in the aisle with the other filters and filter equipment.

I'm not sure where you can find one small enough for a 1 gal tank though. Even the specialized microfilters I've seen are only rated for 2-10 gal tanks.

Try doing a websearch for "DIY sponge filter" -- they're not too hard to make yourself and you can customize the size.

Since you have such a small tank the only filter that i know of that will work for you is this one :

http://www.petco.com/Shop/Product.aspx?R=9235&Nav=1&Ntt=Penn+Plax&N=30+5044&sku=909149

This is the only filter that is readily available at pet stores and that is speically designed for small tanks. And for under 17 dollars you get the whole system..

The thing with any filter system is that you have to replace only the filter part every 2 to 4 weeks...so this is what you would have to keep buying every 2 to 4 weeks

http://www.petco.com/Shop/Product.aspx?R=245&Nav=1&Ntt=penn+plex&N=30+4919&sku=79944

the good thing about it is that under 5 dollars you get 2 filters replacements..

Hopefully i didnt confuse you...good luck !
