A college of HIGHER education runs studies at the same level as a university, so in the UK the diplomas/degrees they provide are exactly the same.
a college of FURTHER education mostly runs courses at A level/BTEC/HND level, which are a lower qualification than a degree, though some do run degree courses in conjunction with a local university. FE colleges usually don't have the power to award their own degrees.
Employers will sometimes favour a university qualification over a college qualification, though in the UK all HE colleges have had the same status as universities for about 15 years.

The difference between a college and a university is that a college just offers a collection of degrees in one specific area, while a university is a collection of colleges. When you go to a university you are going to be graduating from one of their colleges, such as the business college. As to which is better, it depends on what you want. Single colleges tend to be smaller while universities are bigger, but universities are better known.

No difference in the diploma unless the college is a community college.
The difference in name is because universities conduct research as well as teaching classes while colleges don't do research.

A college always belongs to a University.
A University can be constituted by many colleges and by technical schools institutes and also by other types of institutions. In your diploma will always be the name of your college or technical school institute and also the University they belong to(college x of the x University).
