Contact your school's healthcare center. They usually offer you a very affordable plan. My school (SUNY Oswego) offered health care at the school for $100 a semester. They may be able to help you with your other outstanding bill. Also, see if you can contact a lawyer on site for your campus to see if you can get some help with that.
