With a ruler or seamstress tape. Measure from the base of your penis on top to the tip. You can also measure from where the base and scrotum connect to the tip.
Either way, if you are that long, you are well above the world-wide average. Race/color/religion/cut-uncut/ has nothing to do with it.

i am guessing you are trying to be funny, for a start, unless you are NOT measuring the same part of the penis each time you will ALWAYS get the same answer.
Try changing your measuring.
Secondly dont measure when you have an erection and then measure when you dont!
you are best going from the edge of the scrotum to the tip!

The best way to measure your penis is to get a bone-pressed length measuring from your pubic bone at the root of the penis to the glans or head.

Stand up, hold it straight out from your body, and measure along the top side. This is the only measurement that matters as that is all you can insert into something. Measuring from the side or your balls has no meaning as your belly is what stops penetration.
