Sure they will rip it up and eat it and make a nest. Just don't put any ink on it. It could kill them if they eat so it is better to stay on the safe side.

hay is a natural plant that has dried. paper is not the same, it is pulp of wood but lacking the strenth of hay to make a nest for animals

They'd probably tear it to shreads and use it for a nest. Try corn cob bedding

For bedding, yes. For eating, definately not.

Wouldn't recommend it because of the bleaches, dyes and other chemicals.
