I Need to measure for towns zoning. Need 50% gap-ie the town requires 1"gap for for a 2" picket.

The picket is the vertical slat or plank of wood or now plastic. If you have 2" wide picket's then the gap must be 1" between. If the picket is 4" the gap must be 2". It is a rule of thumb but some towns are stupid about little details.

A PICKET is the vertical plank! Quite easy and self explanatory put a gap of 1 inch in between two planks.
Regarding style its all,l up to you whether you want it spikes or the gothic type etc.
You can buy from the hardware pre-cut or save by buying the whole lumber and sawing it to size -but that's tedious!
You may want to put also wood glue before you hammer the nail to make the attachment last and apply wood treatment after to make the wood last then paint it with exterior finish.

The picket IS the vertical plank. It can be any width.

The typical 6' tall gothic or dog-ear fence usually has 3.5"-wide pickets.

Picket simply refers to a style of fence. It has nothing to do with measurements.
