What it's basically saying is that Bush is trying to help Al-Maliki (the Prime Minister) govern Iraq and gain control over the Sunnis and the Shi'ites, but that nothing is going to stop the Sunnis and the Shi'ites from fighting.

It's about the war in Iraq.
That's our President with their Prime Minister.
The dogs represent the two Muslim factions struggling for power by blowing up each other (and our soldiers, too).
G.B. is hoping the P.M. can get some control over the beasties.

Maliki is the leader in Iraq. Bush is telling him to get it under control. But the two religious factions in Iraq are fighting like wild dogs.
