When a person has too much alcohol in their system, their brain does not work right. (Sorry, I don't know the exact science to this case!)
First of all, a drunk driver can cause quite an accident; I understand it's like someone with 20/20 vision putting on a pair of +4.00 glasses and everything looks zoomed in and out and just a bit topsy turvy. Just trying to walk like that is hard enough, but imagine driving like that!
Secondly, a person that is loaded with alcohol cannot think as straightly as a person that is sober. While the first thought for a sober person in an accident might be "I have to get out of here now," a drunk person would probably be confused and unable to move much.
Lastly, I'm sure that alcohol makes several bodily functions that normally take place after trauma to not work correctly. Usually if a person is badly hurt, there is too much adrenaline in their system to know the pain is there, and they can usually get out of a car that might flame up or trap them underwater fairly easily. In a drunk person, this adrenaline rush might be suppressed by the alcohol, and the person would be in too much pain to do anything.
My thoughts on the matter, anyway.

I agree with jonmcn. Drunk drivers are usually speeding, and high speed crashes result in more fatalities than low speed.
