If one does not have a parent or guardian who makes them complete school, you will have many dropouts. Parenting is powerful.

It's such a general question and would probably depend on so many factors but here are some below:

1- Need to work to support family
2- It's not cool to be smart
3- Would actually rather work than go to school
4- Drug / alcohol problem either the student of the family
5- Bad school system and not really learning
6- Bullying or racism in school
7- Would rather hang out with friends
8- Have not really made the connection between education and getting a good job
9- No real goals in life
10- Would rather be supported by the system

This really applies to drop outs from less stable financial backgrounds, but I guess it would work with black drop outs as well.

-no familial support. If mom and dad didn't finish high school/ go to college, they're less likely to stress the importance to the kid.

-need to support family. Family may need them to work so that everybody can eat.

-social pressure. For some reason, the further in poverty a group is the more they sneer at the road out of poverty. I've seen people be proud of getting 16s on tests...stupid...

-pregnancy. No role models. Get pregnant. Instant family. Have to work.
