i want to look at the pics in a digital photo frame. the frame won't shuffle or show the pics in random order

ignoring the fact that nothing that ever happens is random... whether done by computer or human... as far as i know, isn't a way except to somehow get a "random" set of numbers and reorder the alphabetical order of the pics.

I guess I'm a little confused about what you're asking. Just placing pictures on a memory card or flash drive will not shuffle files. I assume that what you want is to have a slide show that will display the files in a random order. There are several ways of doing this:
1. An HTML/javascript web page.
2. You could use picasa to create a slide show presentation that would actually be a movie that you can create DVD's from
3. Use Macromedia Flash to create a slideshow with a database of pictures.
