If someone breaks the law they can be arrested. If they haven't broke the law a fake charge can always be made up to arrest them.

He was the CEO of a company that broke the law in one of the states in the USA therefore he was arrested. His company lawyers should have done more research into individual state gaming laws as almost ever one of them has their own.
