That is a tough one. It depends on the type of ink in the marker, the color, and the fabric. First check any manufacturer's instructions on the garment. They might help.
Put a pad of paper towels under the stain and work from the BACK of the stain. Blot/sponge with rubbing alcohol and then launder as usual. Alternately, if you can soak the stain in milk for several hours and then wash. Blotting with hairspray is worth a try. Acetone, the solvent in nail polish might work.
After washing, let the garment air dry in case the stain isn't completely gone and you need to treat it again. If you dry it in the dryer the stain will be set.

Try Goof Off. You can get it at any Home Depot in the paint department. There are two kinds, water-based and the regular oil based. I use black Sharpy to mark stain glass as I'm fitting it and Goof Off works faster and better than anything else.

Ooooh, practically impossible. Rubbing alcohol will take it off of most surfaces, but I'd be worried it would just smear it on clothes.

try hairspray. try the manufacturer website for info. If it is ruined and you won't wear it anyway you can try lacquer thinner but it might also take out the color of the fabric.
