Well yeah, it'll make your calves stronger, but it doesn't replace what squats and lunges do for your legs!

No, you can't gain muscle. What you can do is help tone what is already there. Staying on your toes keeps the muscles flexed, so you are burning a minimal amount of fat and working the muscles some through out the day. So it does help your legs look better, but not by much. Heels can't replace real exercises for your legs.

it definately builds strength and definition, not necessarily muscle, you'd have to walk in them constantly (like a mail-person in heels) to build muscle, and it would mostly be calf muscle. Also there is a limit to how much good they provide, wearing heels should be limited to once or twice a week because of the strain on your back and legs. Wearing them this often will make your legs leaner and more defined, which is especially noticeable when wearing heels as opposed to flats, because when wearing heels your leg is constantly tight. The higher the heel the better the benifit to your legs, but you should NOT wear heels as a replacement for regular exercise!

really only calf muscles. The position they hold your foot, keeps your gastrocnemius muscle(calf) tight. Your muscles also work a little harder to maintain balance. Your legs won't get huge, but it helps. Plus, heels are sexy.
