University of Michigan is considered more prestigious than Michigan State.
University of Pennsylvania (Ivy League, not a state school) is considered more prestigious than Penn State.

Most schools that have state in it are usually not the more prestigious one. U of Mich is a top 50 school one of the best public schools, Mich State is not. U Penn is a Ivy League school that is among the top 15 every year. Penn State of Happy Valley, is a public school known for football.
Some state schools are better than the non "state" ones but I dont remember off the top of my head
