Which group would you delegate account group maintenance to?

Account group maintenance in my organization is done by the Domain Administrators, however, limited account maintenance can be accomplished by the technical support people.

This really is based on the size and security policies of your organization. Do you use Centralized or Decentralized administration. Is your entire network built on one LAN, or do you have multibple sites spanning a WAN connection? Also, what is the hierarchy of your Network Administrative staff. You may have different adminitrators doing different administrative tasks. You may also delegate some tasks such as creating user accounts, or joining clients to your network to managers within your organization.
