There are two main laws, IDEA (or the Education for the Handicapped Act) and ADA. The ADA - Americans with Disabilities Act was created to give people with special needs equal rights in public places and jobs. It created ramps, parking spots and equal access to public buildings, as well as anti-discrimination laws in jobs and in general. The Education for the Handicapped Act, 1975, was enacted to give children and people with disabilities the right to an education. It specifies a "free and appropriate education in the least restrictive environment". This has been reauthorized as IDEA (Individuals with Disabilities Education Act) in several congressional settings since, the most recent in 2004.

The Americans with Disabilities Act gave equal rights to all people with disabilities; mental, physical, etc. The Individuals with Disabilities Act (IDEA) came later which is what is used today. IDEA is reauthorized every few years.

I believe the ADA was passed in 1968, it was a basic civil rights law that guaranteed physical access into buildings and public property. It has been continually upgraded to include housing, jobs, etc, with disabilities across the board, be they physical, mental or emotional.
