Such a person is called "intersexed," although this term also applies to people who only have one set of genitalia but naturally develop the secondary characteristics (ie. breasts and hips or facial hair) of the other gender when they hit puberty.
Unless you're a jackass, you generally refer to them with the pronoun that best matches how they individually present themselves - (ie if the person adopts a feminine style, you call her a her. if the person adopts a masculine style, you call him a him. The ones who prefer an androgynous/mixed style... ok I'm not sure about that one.)
They are very rare, but they definately do exist. Part of what makes them even more rare is the tendency of doctors to surgically alter them, depending more on what genitalia seems more developed, and telling the parents that the baby should be raised according to whichever set of genitalia they left. About half the time, the doctor makes the wrong decision and the child grows up thinking they're transsexual (ie. a boy in a girls body or vice versa) and only finds out after coming out to the parents that they were born intersexed.
Anti-transexual groups tend to not want to touch this issue at all; when they even recognize it as existing, it's only to throw up disclaimers saying that their position does not include people who were born intersexed.

if they acquired the extra genitalia through surgery then they are transsexuals...and really weird... if the extra genitals are caused by genetic abnormality its a hermaphrodite usually caused by a xxy chromasone...the usual is xx or xy
