HOw do you buy or make a device that will defuse all frequencies either cell phones or radio and everything in between.

You can't kill the signals for cell phones or radio, but you can jam them, which if I remember correctly will essentially lead to a dropped call. These devices exist already, but depending on where you are located, they may be illegal to use. I've seen some sites where they sell these in the UK, but they are described as being illegal for use in the US.

Actually, one has already been created. Because of the danger mobiles pose to pacemakers Japanese people with pace makers are given a device that stops all mobile communication within three metres of them.
