Sick, but alot of other countries do not have animal cruelty laws like the US does.
China does some pretty barbaric things to their "pets". Like recently they are clubbing dogs to death on the streets, grabbing leashes out of the owners hands and clubbing the dogs right in front of them because they had a couple cases of rabies. So, instead of setting up a rabies program, they are killing all the dogs.
So, I would guess that burning animals alive would probably be ok to do over there as well.

Human beings fall under that category of animals and if the US still electrocutes people that's pretty much burning them alive.

Sadly, in some Asian countries, it is allowed. I believe in China, (black market) dogs are roasted alive and eaten as a delicacy. If not, then they are clubbed and immediately roasted so they are "fresh". Many of these are kidnapped pets.

Is there a reason for this question? I'm assuming you mean animals larger than insects. If this is so, then it isn't America.
