does that mean late night on the 30th of Nov. midnight
or
the night on Dec 1st midnight???

From the choices above, it's what you consider the late night of the 30th. Midnight is the start of a new day so midnight of the 1st is the very beginning of Dec. 1st. The second midnight hits, the 1st starts. When the next midnight rolls around (as the latter choice above), it is considered the midnight of the 2nd. Midnight (12:00 a.m.) only occurs once each day. Besides, either way, if you're not sure, better make it the earlier time.

december 1st at 12:00 on the dot no later than that the day befor the 2nd day at 12 the new day starts so you would have to the end of the first to do what you got to do

It means 1st December midnight.
It means you have to hand in the assignment or form by 1st December 12am

It means that you better hope they mean "Postmarked by December 1" rather than "In our office by December 1."

If you haven't mailed it yet -- take it to a post office tomorrow & make sure they stamp it in front of you.
