Yes, you still have to pay the premiums.
If you have had a job within the past 2 months and had health insurance then there should be no pre-existing condition rider with the new company.
A former employer is required by law to send you a letter stating that you had health insurance with them so this doesn't happen.

Yes pre existing condition exclusion only means that you can not be treated for that particular condition during that time frame. That is of course only true if you have not had any health insurance prior to obtain the insurance, if you can prove that you have had continous coverage then it should not apply.
