There you learn how to program in machine language, RISC and all the other languages made specifically for programming hardware. Computer engineering would be for programing software packages, electrical engineering would be used for designing and building the hardware itself.

what you want to study is embedded software which is usually done in C, but sometimes assembly is used. Also knowing electronics and digital circuitry is VERY helpful. So take some electrical engineering courses and some software courses like C.
