Does that mean I have to submit the application by November 30 11:59 PM or by December 1 11:59 PM?

It means by 12:00 am December 1st which is 1 minute after 11:59 pm on November 30Th. Once the clock turns midnight, it is the next day.

I would say Nov 30, 11:59 pm I think midnight is considered am, or the beginning of the next day.
Insurance companies always use 12:01 a.m. I've never seen midnight as a cut off or start up.

I would say November 30th 11:59, mostly just to be on the safe side since it is impossible to tell. I have looked up information about which day midnight belongs to and everything just suggests avoiding using such phrasing. So since it is impossible to tell I would be on the safe side and assume it means the 30th.

I would play it safe and go with Nov. 30. Why would you wait until the last possible minute anyway?

Why split hairs.....just send it on in on the 30th. I'm going to suggest to you that if you tend to run everything to the last minute, you're going to have a very tough time in college.

december first of this year if you plan on going next year... dont ever do that crap last minute though!
