My daughter's right eye became triple eyelid for 10 days already and still not go back to normal(double eyelid) as her left eye. Her eyes were red, itchy and swollened. Then her right eye became triple eyelid but the left one stay the same. I'm concerned it won't go back to normal because it's been 10 days already.

Ive never heard of this. It sounds like an infection obviously, but iam not sure of what the meaning of the third eyelid would be..
I would take her in to the doctor. Eye infections easily spread to the other eye, and into the other mucus membranes, including the sinuses and mouth and even the lungs.
Take her in.

You should drop some breastmilk on her eye a couple times a day. It has antibiotic properties and really helps for stuff like this. But as a general rule, if something doesn't "look right" to you, I would definitley go back to the doctor and keep asking questions until you get some answers.

Now would be the time to schedule an appt with the Pediatrician
