For that price you'd really have your pick of hotels, as long as you booked a month or two in advance (or further ahead for peak periods). I'm going to suggest two hotels that are in the heart of the city. These two hotels are connected, with the first being four-star and the second being three-star. Either one would be a good choice and would be very comfortable. The staff at Regencia are particularly helpful and friendly. From these hotels you can walk to the metro (Jaume 1, yellow line) in five minutes and you can get to Placa Catalunya, Las Ramblas or the port in less than ten minutes. The hotels are both located on the square that also houses the cathedral.

Last December I stay at the Gravina H-10. Is very close to Plaza Cataluña in a quite small street. The hotel is a 3 star and the prices are lower than your rate. Check the interconnecting rooms looking at back of the hotel and avoid the smaller ones at the patios or the street. The Hotel is definetly a good choice for the price and the location. Anyway the area is full of 3 and 4 stars hotels, but don't expect sumptuous amenities.
