when sparta and carthage were at war for a few years who was the man that would say "and carthage must be destroyed" at the end of speach he said. including ones that had nothing to do with carthage

It was not the Spartians that was at war with Carthage. It was the Romans that went thru theree punic wars............... But Sparta did go to war with Athen............................... As well as fought side by side with them against Persia.................
