1 lb = 16 oz therefore you have
5.5 * 16 = 88 oz of raisins
If each package only holds 9 oz then you must divide 88 by 9

88/9 = 9.7777777

So, 5.5 lbs of raisins will completely fill 9 packages

5 1/2 lb x 16 = 88 oz

88 / 9 = 9 7/9

so it will fill 9 packages completely, with 7 oz in the part filled 10th package.

16 oz make a pound. So 5.5 lbs X 16 equals 88 oz. 88 divided by 9 is 9.777... So to answer your question, the raisins will only fill up 9 bags, but there will be an extra bag that is not full.
