Most people who divorce remarry at least once; most people who divorce also divorce again and remarry another time. So as the number of divorces increases, the number of marriages increases (i.e. - the "normal" number of people marrying each year plus the number of remarriages, and re-remarriages - which would not have taken place without a divorce).

If you are asking about the percentage of people who have EVER been married, it has gone lower as the divorce rate has risen, but there is no reason to assume a cause-effect relationship between these factors. Other factors - such as increasing societal "acceptance/acquiesence" of out-of-wedlock births lowers the per capita "first marriage" rate.
