My friend sells the odd thing on ebay and probably earns around £20-£30 per week -She sells her kids old toys and clothes etc.
She uses the money in her paypal to buy other goods off ebay.
She's really worried about getting grassed on, does she have to declare it, as she only does it when she needs to buy something for the kids.

She gets no child support whatsoever and has been trying to get it for 3 years.

The only thing she could be charged for is profit from sale of goods.
She is selling what she owns, what has been used, no one can know from the sale if she has made a profit or not.
You say she gets £20-£30 a week, but what she gets is not all profit, because the item had to be bought initially.

We are allowed to sell our property, it is not her earning.

On some benefits you are allowed to earn £20 a week, as well, your friend would just need to fill up a little form, but your friend doesn't even need to do than.

Yes, she has to declare *all* income. If someone does inform on her, she risks her benefit being reduced, or even being accused of benefit fraud. I work with offenders and often the women I come across have convictions for benefit fraud due to not declaring changes in status or continuing to claim benefit when they have other money coming in. People probably get away with it when it's things like car boot sales, but eBay and PayPal leave a clear trail of activity.

She is not earning this money by working and this money is not guarenteed, so she doesn't have to worry about losing any benefits.
