speed is velocity - both measured as the change of distance divided by the change in time. You may mean the angular velocity, how fast is it spinning; or how fast the air is moving around the center (relative to the air not spinning); or how fast the tornado is moving across the ground.

it is important to know the velocity over the speed of the tornado because a speed is only a 'scalar' quantity, it only tells us how fast it is moving. Whereas a Velocity is a 'Vector' quantity, it tells us the speed (magnitude) and the Direction in which the tornado is travelling (so we know where it's going to hit first).

The rate that its moving internally is important on the rating for what class the tornado is (class 3 or class 5) which tells you how much damage it can cause. The rate and direction is important to provide warning to communities in its path.

speed is nomally the rate or forward motion velocity is the wind how hard it is blowing!
