You can usually put piped warm water underfloor heating under wooden floors, but wood is an insulator so additional measures are often needed to get good results, and these cost money.
One step that is sometimes needed is to install the pipes within metal heat emitter sheets which increase the effective area of heat transfer. This adds complexity to the installation, and the metal sheets cost money.

You can.. but...... for laminate flooring to work properly you need a foam/padding layer under it.. this in effect acts as an insulator thus prevents some (or most) of the heat coming up...
At least thats what I think..

Yes you can provided it is suitable to do so.
The manufacturer will be able to help you on suitability.
Underfloor electrical heating falls under Part "P" of the building regs and must be tested, certified and notified.
Do not do this unless you are able to do so within the law.
If you are in the UK I strongly suggest that you hire a reputeable company to carry out the work.

You need to check with the manufacture of the laminate before you buy. Some can, some can not. Check before you buy. Ask for instructions on how to do the heating before you buy.
follow the instructions to the letter.

Got to agree with these guys.above me.
I've done several radiant installations and have never seen or heard of doing it and since it's a floating floor, not sure I would try it.
I have never seen that application in the Wirsbo manual but you can do it under hardwood floors.
