If I recall correctly, the Open Door notes sent to Russia, Japan, Britain, and Germany by McKinley's Secretary of State essentially requested free access by all nations to trade in Chinese ports.

In the late 19th century colonization and spheres of influence were the main tools of trade -- spheres of influence basically being one area under the economic control of another country.

America wanted China to be open to everyone who wanted to trade. It essentially had little to do with domestic Chinese workers.
