It's been about three months since we have bought our house and we have not recieved a water bill. Is it possible we don't get charged for water?

You should call up the your local water company and tell them you think you may have an outstanding payment because you have never received a bill and have therefore been unable to pay. They can look it up for you by your name and location, and unless you're in base housing you generally have to pay for your utilities. You can also ask them to wave the late fees since you have never received a bill and I always offer to mail a payment right away if they'll give me an address rather than waiting for them to finally mail something to you to return it in. Just get a balance and write a check.

You might have just started your service in the middle of a billing cycle, so it is taking a little longer to get your first bill.
