why do i have to turn norton off to go into explorer,yahoo,or any other?

my norton security does not alone me to access the inernet unless norton security is turned off.

this shouldn't be happening, you will want to go thru your settings. in the firewall part on whats allowed etc..
may also try the autofix tool on symantec site

It sounds like you have told it to block access. Try to reset your rules.
