Gemini because they are so changeable....by they time they have made a decision on a certain issue, they have changed thier minds agian.
Libra: because it takes them a while to make up their minds; they wanna be sure they are amking the right decision.
Virgo: because they analyse evrything and by the time they make a decision, the opportunity is gone
and fiannly, Capricorn, because they are so cautios and careful about making the right decision, that they never make it at all!!!
