A temporary file is created to store information for a short period of time in order to free memory for other purposes, or to act as a safety net to prevent data loss when a program performs certain functions. Your browsing history is an example of temporary file usage.

Boot-up speed? Temporary internet folders help slightly with running speed, however, boot-up speed requires you to modify what programs start and when, i've never had much of a problem with slow boot-ups, but your mention of Temp Int Folders makes me think you really want current computer running speed. What you can do is you can set your computer to allocate free space as RAM per drive. You can also close some programs, so that other ones recieve more priority, thereby running more smoothly. These are inexpensive ways to make your computer run faster, but if cost is no option, you can also upgrade some of your computer components, most notably the processor, the ram, and the video card. upgrade to a video card with higher Megabitage than your current one, to allow lees of your physical RAM to be used for visual stuff, get a larger processor to allow for more pagefiles to run at the same time, allowing for overall smoothness, and more RAM means that there's more physical memory available for use by all the programs involved. Least important would probably be the RAM, because if you have a ton of ram, but a bad processor (Pent III or less), you'll wind up not having even half of your RAM used due to the amount of pagefiles running. Now that i've confused you, just ignore the second half of the answer, blink a few times, and increase the % of your hard drives able to be converted to RAM. ;-)

First of all, deleting Temp. files or cookies, or defragging your hard drive is NOT going to speed up your boot time. The time your PC takes to boot up depends on what programs are set to load on start-up or boot-up and how fast your proccessor is. Uninstall any programs you do not use or need so they will not have to load at boot-up. Norton Anti virus is a good program but if you have it installed on your PC, it will slow your boot-time also.

Get a program called CleanUp. It will clean up the junk you have on your system. I use it every time I log off. You can download it from http://www.stevengould.org/software/cleanup/
You should also do a defrag.
Start>all programs>accessories>system tools>disk defrag.
This may take a while if you have not done it in a while.
