He doesn't have the right to take away what you have earned, but he can take away or change what you get in the future. Time off is a benefit and benefits can come and go as an employer sees fit.
Taking away your time isn't a smart move on his part, but something he can do.

The obvious question is, if you don't want it to be taken then why provide it in the first place?
This taking away is usually a trait of a much larger company but apparently your company is small enough that it suffers when key personnel are out or multiple personnel at the same time.
Complaining about it is not going to help. The best thing to do is get together as a group and come up with some points of compromise. Elect a good negotiator/speaker to present these points of compromise to the employer and you may get results.

No state law where I am from, sorry. It's not a government business, so he doesn't have to give you paid time off. He has to give you paid "breaks" after a certain shift time, but paid vacation mandatory? Get real. Some small family businesses don't even offer paid vacation.

If it says he has the right to change it, then he does, as far as I know. I haven't found a state or fed gov't yet that requires vacation time or paid time off. It's a benefit, not a requirement.

There is no law that says a company has to give you time off at all, not even vacation, it is up to the employer......I would look for a new employer since he does not want to give you something that everyone needs.

It depends on your state and their laws. In most states, if you don't use your vacation time at a certain time, they HAVE to give you the money for that time..... but can't take it away.
