For the same reason Fel*tio is still illegal in many states. Becuase a long long time ago some backward legislotor in ND, probably during the indian wars, thought that if theres an Indian on horse back near a covered wagon they must be attacking said covered wagon. As time went on no more Native Americans on horse back and no more covered wagons and no more Indian wars. Over time the law was forgotten and left on the books becuase no one cared enough to change it, including the strong Native American Lobby that I'm sure is up there. People everywhere perform oral s*x on each other but they rarely get arrested for it unless they are being harrased by some law enforcement agency that has it in for them personally. I doubt that any horseback riding Native Americans are worried about stray bullets from covered wagons these days.

It s not legal like the other stupid "dumb state law" trolls of internet, look up ND century code it s perfectly free to download. Almost zero of these "dumb state law" sites have any merit. You don t think the SJW would of gotten rid of these many years ago? Believe me if we had that we have a lawsuit against the entire state by Obama Justice department. Hell the university of nd couldn t keep the term "Fighting Sioux" even after paying the Sioux millions to use that name. You want to tell me any state wouldn t get that off the books in this day and age.
