Forget the previous answers - most of them are just guessing!!
In the UK the 'Vehicle Lighting Regulations' state:
No red at front, no white at rear, no flashing or strobing illumination unless fitted to an authorised vehicle, no scrolling messages.
It is ENTIRELY LEGAL to fit ANY colour of undercar lighting so long as the tubes/lights are not visible - just the glow and they do not flash. It is also LEGAL to fit blue led windscreen washers if you want - if they don't flash.
It is NOT legal to fit coloured sidelights, tinted headlamps, indicators in any colour except orange or have front lights (including fogs) further than 50cm in from the sides of the vehicle.
Reflective hi-vis vinyls are also classified as a light source and excessive use can be seen as a distraction to other road users.
Local police can attempt to bully younger drivers with threats - ask to see the offence being commited and they'll back down soon enough!!

You can have them installed on your car...BUT and it is a big BUT you CANNOT use them on a public road, even if you are parked .They may only be used on private ground..car parks etc....sorry to be the bearer of bad news better safe than sorry...When installed correctly they can look good....You can have small neon's installed inside the car so as you are driving along there is a glow around your feet ..this is quite a novel look...blue is good

I've seen them and I think they look nice. I can't see that they would be any more distracting than advertising slogans etc. Don't know if they're legal or not, sorry. Ask a policeman!

They are for show use only. police take a dim veiw on them when used on a public road. £30 fine is the norm if caught.

No because its a potential danger for other drivers and its a risk for drivers they should be banned logically speaking if you wanted to blind someone you just turn your lights on offcourse its not legal you'd get more than a fine for that.... you'd end up with a court order asking you for them to remove the lights from the vehicles, its a risk, and a dangerous one...

Any lights beyond the legal requirement as fitted from standard are illegal, as also are fog lights on when there is no fog or heavy rain, take note boy racers.

yeah, as long you don't drive with the neon light on.
Same way you can't have white lights in the rear of the car, or red lights in the front ... hope you can understand why ...

No they are illegal. They are classed as a distraction to other drivers and you could face a fine if caught with it.
