Okay, so my real answer is "Dunno about Jewish, but certainly he's a retard."
But I must address some other parts of your question.
For one, "Jewish" isn't a race, it's a religion...All kinds of people are Jewish who are not Israeli...And, for the record, most Israelis today are descendants of people from other countries, considering that Israel didn't exist for most of the last 2000 years.
No, I don't think there is a web-site which identifies US Jews...Very much like there's not a web-site which identifies US Catholics, or US Wiccans.
