We can't afford it. Hell with all the people in prison the budget is strapped.

What programs are you referring to? How do you know that those programs will decrease juvenile crimes? Why isn't it the parents job to raise decent humans anymore? It isn't the governments job to raise kids -- if you can't raise 'em right, don't have 'em!!!
