Don't spend a lot of money if you're just starting out. Fender makes a nice beginner set that's only about $265.00. Comes with a Squire guitar and a fender amp, a tuner, a strap and other items. If you like it and want better gear then go out and spend some more on a new amp and then if you're still into it, then go buy a new guitar.
Playing is a lot of fun but also a lot of practising.

If you're a complete beginner, then I would suggest a Squier Strat. Less expensive (so you won't be burnt by your investment when you quit playing) but a Squier Strat is still high-quality enough to not hinder your learning process.

I'd actual say that anything cheaper than a Squier ($99-$199 at Guitar Center) isn't going to play as well as a Fender, so it isn't worth your time. Buy the Squier, and with your leftover money, get a wah pedal. They're fun.....
